OpenAI has launched a global initiative backed by a US$1 billion commitment to expand subsidized access to AI cybersecurity capabilities, training, technical support, and partnerships for organizations that protect essential services.
Called Daybreak for Frontline Defenders, the initiative initially focuses on U.S. water and wastewater systems, electric grid operators, state and local governments, community and regional banks, nonprofits, open-source maintainers, and other organizations with limited cybersecurity resources.
OpenAI expects the $1 billion in subsidized access to be used over the next six months. The Daybreak Defense Network will offer more than 35 enterprise products and partner-operated services that integrate OpenAI’s cyber models into tools and workflows already used by enterprise defenders.
Many of these organizations operate aging systems with smaller budgets, fewer tools, and less specialized expertise than large enterprises. OpenAI said Daybreak could help their defenders review legacy code, analyze suspicious activity, identify vulnerabilities, prioritize risks, and develop and test fixes.
The company intends to expand the program to partner countries in the coming weeks.
Defenders Need More Than AI Access
“OpenAI’s investment is supporting a critical need for elevated defenses to combat the speed and innovation associated with AI-driven attacks,” said Charles Gifford, VP CISO for information security at Intrado, a public safety, emergency communications, and enterprise collaboration company in Longmont, Colo.
“These types of attacks will increasingly target critical infrastructure, as evidenced by recent trends and documented incidents,” he told TechNewsWorld.
“It’s important to ensure all aspects of critical infrastructure are protected by upskilling security professionals and those responsible for protecting essential systems, especially underfunded and understaffed public services such as 9-1-1 networks and emergency response systems,” he added.
However, Gifford cautioned that while AI-driven support is essential to elevating defenses, human judgment still plays a key role. He stressed that qualified personnel must evaluate AI-generated recommendations before acting on them.
Short Window for Action
Gifford maintained that defenders have little time to strengthen critical infrastructure before AI-driven attacks become more widespread and sophisticated.
“In that window of time,” he continued, “CISOs need to overcome the challenge of articulating risk at the board and C-suite level.”
“Leaders must understand the gravity of this emergent situation to allocate funding for new AI protection tools outside of the typical budget cycle, and to ensure defense elevation initiatives don’t lose steam once external support systems lose funding, such as OpenAI’s Daybreak for Frontline Defenders,” he added.
John Strand, a principal of Black Hills Information Security, a penetration testing, red teaming, and threat hunting company in Spearfish, S.D., praised OpenAI’s efforts but questioned the long-term impact on organizations.
“I think it’s fantastic that they’re putting some money toward this and actually trying to get these organizations the help they desperately need,” he told TechNewsWorld. “There are a lot of organizations out there that simply don’t have the budget or the resources to do this properly, so getting them some assistance is absolutely a good thing.”
“But there’s also the humorous flip side of this,” he said. “This is basically how you get people hooked on crack. You give them a sample. You get them set up. You show them how good it is. And then suddenly they’re hooked for life.”
Water Systems Join Cyber Training Pilot
In addition to the Daybreak initiative, OpenAI announced a public sector and water-focused pilot with the Multi-State Information Sharing and Analysis Center (MS-ISAC) to train and support state, local, tribal, and territorial cyber defenders.
OpenAI said the pilot will pair Daybreak access with guided training and hands-on assistance for an initial group of public sector and water system defenders, helping them validate and prioritize findings, coordinate remediation, and develop a repeatable approach that can be expanded over time.
“OpenAI is jumping on the bandwagon to help utilities,” declared Joshua Marpet, a senior product security consultant at Columbus, Ohio-based Finite State, which automates security compliance and analysis for connected device manufacturers.
The EPA counts more than 148,000 public water systems in the United States. By comparison, WaterISAC reported in 2024 that it had surpassed 600 member organizations, more than 70% of which were utilities.
Marpet said the figures point to “a huge gap in cybersecurity preparedness.”
“Programs like Josh Corman’s Undisruptable27, ValueChainRisk’s Utility Kit, and others are all working to help these utilities, with free or discounted products, services, and guidance,” he said.
“In other words,” he continued, “this is a wonderful project for OpenAI to do, but since it’s partly their fault, probably good optics as well.”
“Understanding your cybersecurity and physical security posture is important,” he added. “For small water utilities, often mom-and-pop shops with little time, effort, or money to spare for such items, finding and utilizing these free or discounted resources is essential to their survival on the increasingly hostile world stage.”
Remediation Staff Remain the Bottleneck
Jacob Krell, senior director for secure AI solutions and cybersecurity at Suzu Labs, a provider of AI-powered cybersecurity services, in Las Vegas, contended that the MS-ISAC training pilot mattered more than the $1 billion headline.
“If that training doesn’t scale alongside the credits, these organizations end up with an AI generating recommendations and nobody qualified to tell the good fixes from the dangerous ones,” he told TechNewsWorld.
Krell added that while he likes Daybreak’s direction, he is skeptical about the bottleneck it targets.
“I’ve been saying since GPT-5.6-Cyber launched that AI is moving the bottleneck from vulnerability discovery to remediation,” he explained.
“Small water systems and municipal networks already know they’re running outdated systems with known vulnerabilities,” he continued. “They lack the engineering staff to fix what they find, the governance to deploy changes safely, and the test environments to validate fixes before production.”
He added that a configuration change in a water treatment plant that makes security sense to an AI agent can break the physical process that keeps water flowing. “Without engineers who understand the plant,” he said, “AI becomes a force accelerant in the wrong direction, generating fixes faster than understaffed teams can review them.”
Reaching Community Level
“The defender’s window will not stay open indefinitely,” OpenAI noted. “The opportunity now is to make sure the advantages frontier AI can give defenders reach beyond the largest companies and best-resourced security teams — and into the communities and institutions whose security affects millions of people.”
“That means more than providing access to capable models,” it continued. “It means helping frontline defenders — water utilities, community banks, health systems, local governments — find vulnerabilities, turn them into tested fixes, and protect those they serve.”
“Daybreak for Frontline Defenders is our commitment to putting that capability in the hands of the frontline defenders who need it most,” it added. “Our goal is to use frontier AI to make the systems Americans depend on harder to attack and easier to repair.”
